Korean lawmakers launch probe into ballot paper shortages

(Reuters/File Picture) Republic of Korea's parliament Thursday gave the green light for an investigation into ballot paper shortages that disrupted municipal elections this month and fuelled political tensions.Dozens of polling stations experienced unprecedented ballot paper shortages on June 3 for the first nationwide vote since President Lee Jae-myung took office a year ago.The controversy prompted the resignation of National Election Commission (NEC) chief Roh Tae-ak and sparked demonstrations by Koreans demanding a re-election.Protesters have blocked access to an Olympic gymnasium that served as a vote-counting centre ever since.The new parliamentary investigation will seek to establish "the causes of the unprecedented ballot paper shortages and the election commission's inadequate response", said Yoon Sang-hyun, a lawmaker from the main opposition People Power Party (PPP).It will aim "to clearly establish accountability", Yoon — who heads the investigation committee — said during a live-streamed National Assembly plenary session ahead of Thursday's vote.The PPP, which suffered major election losses outside of Seoul, said Thursday it had filed appeals covering seven regions, including the capital, with the NEC.Under the country's election laws, the commission has 60 days to decide whether serious irregularities occurred.If the appeals are upheld, fresh elections must be held within 30 days.If rejected, the complainants will have 10 days to challenge the decision in court.Police and prosecutors last week conducted a raid on the NEC as part of an investigation into the shortages, a spokesman of the special investigation team told AFP Thursday.Investigators "seized electronic data from the commission's servers and is now analysing the material obtained", he said.Analysts say the NEC, a constitutional body with limited external oversight, has long faced gaps in internal discipline and review mechanisms.Former president Yoon — now jailed and on trial for insurrection — claimed after declaring martial law in 2024 that the NEC had ignored warnings about North Korean threats to voter data and failed to co-operate fully with intelligence agency inspections.Yoon's claims resonated with far-right YouTubers and supporters, who spread unverified election fraud theories online and questioned the commission's credibility.  Related Story

(AFP) All living US ex-presidents — with the notable absence of current White House occupant Donald Trump — joined a star-studded lineup Thursday for the opening of Barack Obama's presidential centre in Chicago.The modernistic centre celebrating 64-year-old Obama's legacy as the first Black president opens to the public Friday.Thursday was for celebrities including Steven Spielberg, Tom Hanks and Oprah Winfrey, alongside performances by Stevie Wonder, Bruce Springsteen and hip-hop band The Roots.This was also one of those rare occasions when the country's former presidents gathered in one place.Republican George W Bush and Democrats Bill Clinton and Joe Biden walked on stage, joining Obama, his wife Michelle Obama and their daughters Sasha and Malia.Reflecting the extraordinary divisions of the current era, Trump did not attend.Not only was the 80-year-old Republican absent, but he routinely continues to launch criticism and often personal insults at Obama, shattering the informal truce traditionally observed within the presidents' club."I'm so disappointed we've reached this point," Illinois Senator Dick Durbin said of the acrimonious environment in Washington."I'm honoured that President Bush would make this a bipartisan salute to Barack Obama and Michelle," he added. "We need to get back in that spirit again, and we can, America can get through this and come together."Foreign guests at the gathering included former Italian prime minister Matteo Renzi and former German chancellor Angela Merkel.Meanwhile, hundreds of Chicagoans watched from a distance on the Midway Plaisance, the mile-long park stretching past the University of Chicago, where Obama once taught law.Chicago, launchpad for Obama Chicago's South Side played a prominent role in Obama's career.He cut his political teeth there as a community organiser in the 1980s before representing the area in the Illinois state Senate, then winning a US Senate seat in 2004.Still in his first term as a senator, he launched an outsider bid for the presidency and went on to win two terms, leading the nation between 2009 and 2017.Now the neighbourhood will play host to the former president's complex, which features an NBA-sized basketball court — a nod to Obama's and Chicago's shared love of the sport — and the 225-foot (69-metre) tall granite tower housing his museum.The futuristic architecture has drawn astonishment and outright criticism, with Trump comparing it to a trash can. More generous critics have called the building the "Obamalisk" and compared it to a "Star Wars" spaceship.But the $850mn centre will enshrine Obama's core message of "hope," said Valerie Jarrett, CEO of the Obama Foundation and a former top White House aide during his presidency.There is a sprawling playground and a public library. But unlike the other 15 official US presidential libraries around the country, it will store archives digitally instead of having physical copies.  Related Story

(Reuters/File Picture) China officially appointed its fifth-ranked leader Cai Qi as head of the ‌Communist Party's central ideology school, cementing ​his position as ‌one of President Xi Jinping's closest ‌and most ⁠trusted ‌confidants.Cai became part of ‌the party's seven-man Politburo Standing Committee, China's pinnacle ⁠of political power overseen by Xi, in 2022. Cai is also director of the party's General Office, making him Xi's de facto chief of staff.China's two most recent leaders, Xi and Hu ​Jintao, had both served as head of the elite Central Party School before ascending to the top ‌leadership position.By taking the ⁠helm ​of the top party school, Cai, ​70, unites the party's organisational, doctrinal and administrative apparatus under a single Standing Committee member — a rare concentration of power.Cai replaced Chen Xi, 72, as the new president of the National Academy of Governance, the human resources ministry announced Thursday.Established in 1994, the academy has operated ‌jointly with the Central ‌Party School since ⁠2018 as one institution under party leadership ⁠and is ⁠responsible for training senior Chinese officials and shaping party ideology.Thursday's official statement follows a state media report earlier this month noting that Cai attended a spring semester graduation ceremony of ​the school and academy as president.Cai has longstanding ties with Xi through overlapping careers in the provinces of Fujian and Zhejiang.In 2017, Cai became part of the then 25-member Politburo, the party's second-highest decision-making body, as Xi started his second term as leader ‌of the ​Communist Party.  Related Story
