
China has intensified diplomatic efforts to de-escalate rising tensions in the Middle East, warning of growing risks to regional and global stability. Beijing outlined mediation initiatives, including a joint five-point peace plan with Pakistan, while expressing confidence in the UAE’s security as Chinese nationals and businesses continue operating normally.
In an interview with Gulf Today, H.E. Ou Boqian, Consul General of China in Dubai and the Northern Emirates said that China expresses confidence in UAE stability amid regional tensions.
Q1: Since the outbreak of the regional conflict, what efforts has the Chinese government made to de-escalate the situation and prevent the conflict from spilling over?
As the conflict drags on, its spillover effects continue to spread, posing a serious threat to regional and global peace and stability. The Chinese government has always stood on the side of peace and justice and has made every effort, with the utmost sincerity, to help de-escalate the situation.
First, China has engaged in intensive diplomatic mediation. Foreign Minister Wang Yi has been actively having phone conversations with his counterparts around the world, while China’s Special Envoy on Middle East Affairs, Zhai Jun, has conducted shuttle diplomacy to the UAE and other Middle Eastern countries to exchange views and promote a ceasefire.
Second, China has consistently spoken out on the issue. During a press conference on the sidelines of this year’s “Two Sessions” (the annual sessions of the National People’s Congress and the Chinese People’s Political Consultative Conference), Chinese Foreign Minister Wang Yi systematically outlined five principles regarding the situation in Iran: respecting national sovereignty, rejecting abuse of force, non-interference in internal affairs, promoting political settlement of hotspot issues, and calling on major countries to play a constructive role by acting in good faith and using their influence responsibly.
Finally, China has stepped up international coordination. Recently, China and Pakistan jointly put forward a five-point initiative for restoring peace and stability in the Gulf and the Middle East.
China is a responsible major country and a sincere friend of countries in the Middle East. As long as the conflict persists, our diplomatic mediation efforts will not stop.
Q2: Could you please elaborate on the five-point initiative?
The five-point initiative centers on the immediate cessation of hostilities, the start of peace talks as soon as possible, the security of nonmilitary targets, the security of shipping lanes, and the primacy of the United Nations Charter. I would like to characterize this initiative with three adjectives:
First, it is concrete. The initiative is a consistent reflection and practical implementation of China’s Middle East policy aimed at promoting regional reconciliation and peace. It provides a realistic path toward de-escalation.
Second, it is systematic. The initiative goes beyond a simple ceasefire. It also calls for an end to attacks on civilians and non-military targets, the safeguarding of the Strait of Hormuz, and the restoration of normal freedom of navigation. It is a multi-dimensional, comprehensive, and sustainable solution.
Third, it is open. As important members of the Global South, China and Pakistan have put forward this initiative as a rational and just appeal. We hope to build broader consensus and stronger synergy within the international community, and we welcome the response and participation of all countries and international organizations.
China will continue to work constructively with the international community to de-escalate current tensions and contribute to the early restoration of peace and tranquility in the region.
Q3: As regional tensions continue to escalate, what is the current situation for Chinese institutions, projects, and nationals in the UAE?

Given our confidence in the UAE government’s efficient governance and strong security capabilities, the overall Chinese community in the UAE—including expatriates and students—has remained largely stable, and Chinese enterprises and schools continue to operate normally.
