His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, on Thursday announced that the UAE will transform 50 per cent of its government sectors, services and operations to autonomous Artificial Intelligence (AI) systems within two years, under the directives of President His Highness Sheikh Mohamed Bin Zayed Al Nahyan.
In a post on social media platform X, Sheikh Mohammed Bin Rashid said, “Under the directives of my brother, the President of the UAE, we announce today the new system for the UAE government, which aims to transform 50% of government sectors, services, and operations to implement autonomous and autonomous Artificial Intelligence (Agentic AI) models within two years, making the UAE government the first in the world to transform its sectors and services to autonomous AI models.”
“AI is no longer a tool. It analyses, decides, executes, and improves in real time. It will become our executive partner to enhance services, accelerate decisions, and raise efficiency. This transformation has a clear timeline. Two years. Performance across government will be measured by speed of adoption, quality of implementation, and mastery of AI in redesigning government work,” Sheikh Mohammed said.
“We are investing in our people. Every federal employee will be trained to master AI, building one of the world’s strongest capabilities in AI-driven government. Implementation will be overseen by Sheikh Mansour Bin Zayed, with a dedicated taskforce chaired by Mohammad Al Gergawi driving execution. The world is changing. Technology is accelerating. Our principle remains constant. People come first. Our goal is a government that is faster, more responsive, and more impactful,” Sheikh Mohammed said.

Operations without Human Intervention
Sheikh Mohammed said that artificial intelligence models have advanced to a point where they can independently monitor changes, conduct analyses, generate recommendations, oversee operations, and execute a sequence of actions without requiring human involvement.
Real-Time Evaluation and Enhancement
He further stated that artificial intelligence will serve as an executive partner in governance, aiding decision-making, enhancing services, optimising efficiency, and facilitating the real-time evaluation of results and subsequent improvements. This ambitious transformation, spearheaded under the directives of His Highness the President, has been set to conclude within a defined two-year timeframe.
Adapting to a Technological Era
Sheikh Mohammed elaborated that during this period, the performance of ministers, directors-general, and all federal entities will be assessed based on several key factors: their ability to adapt to this technological shift, their efficiency in implementing new governmental standards, their grasp of the evolving technological landscape, and their expertise in leveraging artificial intelligence tools to establish innovative frameworks for managing the government of the future.
